The Pacific AIDS Network (PAN) is seeking a dynamic person to fill the Evaluation Manager position. This is an exciting position that provides a balance between “desk work” and “people work” enabling the candidate to build frameworks and data collection tools but also work with community members and other partners.  This position also plays a key role contributing to the creation of provincial culture that prioritizes continuous learning and community-based and participatory approaches to evaluation.

The Evaluation Manager will work in partnership with the Director of Evaluation and Community-Based Research at PAN to take on leadership and operations roles to manage the evaluation arm of PAN’s Community-Based Research and Evaluation Department. The Evaluation Manager will provide supervision support to other evaluation team members and will be active in budget and work plan planning, contracts and business development, including managing fee-for-service evaluation contracts.

In addition, the Evaluation Manager will support: the evaluation activities and needs of BC’s Provincial Health Services Authority’s Collective Impact Network (CIN) and its members; the national and regional evaluation responsibilities of studies, centres and programs under CIHR Centre for REACH in HIV/AIDS, a national research centre; and the establishment of regional shared measurement evaluation frameworks for the community-based response to HIV, hepatitis C and related conditions.

The Evaluation Manager will also lead, plan and implement other evaluation projects and programs related but not limited to evaluation capacity- or skills-building needs internally within PAN; and across the larger PAN network as a whole.

Duties and Responsibilities:

Working closely with the Director of Evaluation and Community-Based Research:

  1. Supervise and support PAN staff within the Evaluation Department, including Evaluation Coordinators
  2. Manage program and project budgets, contracts and work plans (for internal and external evaluation projects)
  3. Lead the development and implementation of evaluation plans, data collection, analysis and sharing of findings for PAN’s internal programs/projects
  4. Lead the development and implementation of comprehensive shared measurement frameworks and evaluation plans in partnership with members of the PHSA’s Collective Impact Network and other partners of regional health authorities
  5. Support the development of evaluation frameworks, shared measurement activities, data collection and analysis for studies, centres and programs under CIHR Centre for REACH in partnership with REACH leadership, staff and partners
  6. Provide evaluation support and capacity-building to and in partnership with PAN’s members and allies (many of whom are community-based organizations) within BC and across the REACH research centre; this includes (but is not limited to) developing trainings or capacity-building tools, assisting with the creation of evaluation frameworks and data collection tools, and supporting data analysis and knowledge translation/mobilization
  7. Develop accessible data reports and knowledge mobilization tools, using data visualization tools and best practices
  8. Contribute to program development and business planning to ensure sustainability for the Evaluation Department at PAN
  9. Model and promote community-based and participatory approach to evaluation and the embodiment of GIPA/MEPA, Nothing About Us, Without Us, a commitment to the calls for action in the Truth and Reconciliation Commission including cultural safety and humility principles in evaluation
  10. Promote a culture of learning within PAN, REACH and beyond (including but not limited to members, partners and stakeholders PAN works with)
  11. Maintain confidential records and files
  12. Review and edit reports and other correspondence for the PAN Board of Directors, PHSA, other funders, membership and other key stakeholders as required
  13. Regularly report to and communicate with the Director of Evaluation and Community-Based Research
  14. Other duties and special projects identified that reflect both organization needs as well as employee interests


  • Master’s level education (or equivalent experience) in a related field
  • Minimum three to five years of experience leading and managing evaluation projects in public health, community-based health sectors, or other health and social determinants of health sectors
  • One to two years of experience in managing teams and personnel, budgets and work plans
  • Excellent organizational and time management skills – this is key as the number of projects the Evaluation Manager handles is high
  • In-depth knowledge of community-based research and/or participatory evaluation principles
  • Excellent communication, presentation, and writing skills (including but not limited to report writing)
  • Excellent interpersonal, coordination and facilitation skills
  • Ability to work independently and within a team
  • Experience or familiarity in mixed methods and shared measurement frameworks
  • Basic quantitative and qualitative data analysis skills
  • Experience in or understanding of HIV/AIDS, hepatitis C, substance use, harm reduction and/or related conditions and understanding of the GIPA/MEPA, Nothing About Us Without , and cultural safety and humility principles
  • Proficiency in applicable software programs (i.e. Microsoft Office, Excel, data analysis software, data visualization software, etc.)
