Review of the Community Action Fund (CAF) Final Review Report

Dear Stakeholders,

As part of our commitment to continuous improvement, the Public Health Agency of Canada (PHAC) commissioned Goss Gilroy Inc. to review the process to develop and implement the HIV and Hepatitis C Community Action Fund (CAF).

The review report (attached) recognizes the challenges associated with implementing changes to long standing funding programs and points to important lessons regarding:

  • the efficiency and effectiveness of the review and feedback process;
  • stakeholder engagement in the development, design and implementation of CAF; and,
  • communications with external stakeholders.

Along with feedback we have received directly from you and other partners, this review is supporting our ongoing efforts to improve our grants and contributions programs. Changes, based on your feedback, have been incorporated into our most recent round of proposal solicitation under the new Harm Reduction Fund. We will continue to draw on the lessons learned as we make process improvements that strengthen our funding programs.
